A master's thesis at the College of Law and Political Science discussed the financial competence of the federal executive authority in accordance with the Constitution of the Republic of Iraq for the year 2005, for the student: Hussein Awad Muhaimid, and under the supervision of Dr. Abdul-Sattar Hamad Anjad. The legal, and the statement of the most important guarantees and restrictions that are imposed on the competence of the executive authority, and a statement of the competences enjoyed by the executive authority and distinguishing them from the competences of the legislative authority and knowing what is the responsibility of the executive authority. It is applied in the world and it is the system of regions, the system of administrative decentralization and the system of local administrations, and that the constitutional legislator made the proposal of draft laws the competence of the executive authority in the text of Article (60) of the Constitution of the Republic of Iraq for the year 2005 in force, then again and stipulated them in the exclusive powers of the Council of Ministers in Article (( 80/Second) of the constitution in force, which is a contradiction in the texts contained in the two articles.]husen1
