Kirkuk University Participates in a Scientific Conference on AI Legislation

The University of Kirkuk – Faculty of Administration and Economics participated in the First International Scientific Legal Conference organized by the University of Karbala / Faculty of Law, titled:
"Legal Regulation of Artificial Intelligence Applications", held from December 20–21, 2025.
The university's participation was represented by Assistant Lecturer Dr. Mahmoud Shaker Abboud, who presented a scientific research paper titled:
"Adapting Iraqi Legislation to Smart Contracts: A Comparative Legal Analysis and Consumer Protection Challenges in the Blockchain Environment," in which he addressed the legal framework for smart contracts, the issues of harmonizing Iraqi legislation with the blockchain environment, and highlighted the challenges facing consumer protection in modern digital transactions.

25 12 1This participation aimed to contribute to enriching the scientific debate on developing the Iraqi legislative system to keep pace with digital transformation. It also sought to enhance integration between legal and economic aspects in regulating smart contracts, while sharing comparative expertise and benefiting from international experiences in the fields of Artificial Intelligence and modern financial technologies.
This participation confirms the active academic role of the Faculty of Administration and Economics at the University of Kirkuk in supporting applied scientific research, strengthening its presence in international scientific forums, and contributing to the discussion of contemporary issues with a direct impact on economic development and digital transformation.
